I have the honour to report that I have given permission to Miss S. Knäpel of the Berlin Foundling House to send periodical reports to Berlin as great importance is attached to maintaining the interest of subscribers in Germany.

The reports will go to London and will be addressed in accordance with the enclosed facsimile, which has been furnished by Miss Knäpel. I am informed by the Postmaster- -General that all Siberian Mails for Holland are now sent to London enclosed, and that a letter addressed in the manner pro- -posed (provided it passes the Censors) can through Holland even though its ultimate destination is shown as Berlin.
